No single power rules this Driftland. Several factions can operate in the same place, so territory is described as fully held, shared or disputed.

The largest salvage organisation. They recover and process wreck materials. Wealthy, disciplined and politically influential.

Navigators
A specialist organisation that maintains charts, navigation beacons, weather information, current data and wreck coordinates. Officially neutral, which makes them enormously valuable.

- Wreck Belt (navigation infrastructure): Operating
- Lantern Reach: Operating
- Navigation towers, beacons and stations (whole network): Operating
Black Flags
A loose network of smugglers, pirates and criminal operators. Not one unified organisation. They exploit poorly monitored routes.
No fixed territory. Shown as concealed anchorages, poorly monitored channels, smuggling routes and isolated outer-water operations. The eastern ocean is not Black Flag territory. Status: Operating / Contested.
- Smuggling corridors: Operating / contested
- Concealed anchorages: Operating / contested
- Isolated outer-water operations: Operating
Heritage Circle
Marine historians, archaeologists and preservationists. They oppose the destruction of historically important wrecks: some wrecks belong to history, not industry.
No conventional territory. Shown as protected or disputed sites, not a country.
- The Bell Wreck: Protected / disputed
- Glasswater archaeological sites: Protected / disputed
- Wreck Belt (protected wrecks): Protected / disputed
